Okay, this isn't the coat...but as I was looking down a GOOGLE IMAGE search for 'grey coat black collar' it popped up into my browser...I was thinking about CARLA BRUNI and how I had seen a photo of her in an adult version of this coat...it was quite popular at some point...a 'fashion' for adults too...
I know that the above site was put together by AMADEUS/MARK R for some reason...and I can remember those long black 'over the knee' socks...and those sensible black shoes...but the coat is wrong...and look at that LIGHT PINK scarf...I can see why they added that one...the PINK PLANET...
Anyway, i continued to look for a version of the coat and came up with this one - again 'not the same' but more similar (it was a children's school coat not an adult 'fashion')...except that the cuffs were BLACK and the buttons were useful ones and not 'programmer' big black ones down the front:
