I was running a bath and suddenly...the water made a strange noise and then turned off...no warning and no nothing...and suddenly I find that the water has been completely turned off in this flat.

They had wanted me to break the hot/cold water tap over the kitchen sink off, whilst it was still on...so that I would have to turn the GREEN LEVER off in order to stop the place flooding...by water spurting everywhere...I haven't done.

Secondly - I have turned off the central heating and turned the dial down to nothing, of the thermostat...as well as turning off the radiators...but the BOILER is still powering up...which it shouldn't be - if that thermostat was working properly.
