and having skimmed through the article....to read about 'duplication'....hmmm....reminds me of soviet-style-tactics....see previous notes upon 'marmot' and what 'public health' had been up to, in that respect - that whole argy bargy about trying to prove that ill health was linked to poverty but failing to do so and needing another million in funding to do so etc etc....anyway - regarding 'duplication', if you have so many departments/teams doing pretty much the same thing....they'll have meetings with each other - then decide not to agree....arrange another meeting and then another ad infinitum...without being able to agree upon a course of action - therefore not really doing anything at all for their salaries...."effecting no change or progress" replies BI online...oh and a little bird tells me that the initial foray into 'civil service' abuse - came from a CID team working on that macklin case....remember he was being paid to do nothing and via the civil service list....and from quite a few sources...when questioned upon what he actually did for not insubstantial amounts of money, let us say....he was unable to tell them....lol....additionally, nota bene mr putin - ex-stasi/KGB poland 1992.....grieszek was to laugh that putin and his men had all watched 'yes minister' and studied it carefully....meticulous in their approach....and yes, they had identified with the civil service to a 'T'....as it goes, eh?
