so i take it that the neighbours had been watching BBC2 then...unless...and it is a big one...they were 'before their time'...rather like gill's 'cucumber gang'...see previous notes upon them 'inventing' the homemade satellite dish....rigging it up...to then tune in to 'almost anything, anywhere' in the world....in the early 1980s....go figure.
