i was to remember MI6 JOHN saying that he would give the rebel group to the ill cult THE WATER  BABIES "and that's all you're getting" to the reply that it would be 'enough'...

in short, scarlett and rimington had used 'the waterbabies' in an attempt to continue the paedophile cult....

they were to use the film as a sort of 'alice in wonderland' number...showing their victims how they were still 'underwater' i.e. in memory-dump after repeated electrocution...and would never 'surface' again...none of their memories would ever surface and so they would be helpless against ill cult attacks...ill cult control and manipulation of their person etc etc....
