anyway, the upshot of all of this....if we get away from their sick 'n' stupid antics....is that the stopcock won't turn off....the last plumber in, was unable to do so...oh and i had wondered why he had thought it 'necessary', in the first place....seeing as the plumber before, who had stopped a leaking bathroom tap, hadn't bothered to turn off the stopcock at all.....something 'fishy' going on etc etc....i repeat - the stopcock won't turn off....he wasn't able to budge it enough, to do so....."you certainly won't be able to turn it off" he told me..."i am strong" he added....showing me his hands.....get the picture - dazzlenation?....ergo - if there is an emergency and i have to turn it off....i will not be able to do so....which is why i was to question his strange idea...that getting the carpenters in, to enlarge the opening behind that panel....was in any way 'useful' at all....he could reach the stopcock...i can reach it...the point is that you cannot turn it off...i proposed that he oil it or something like that because it is just a bog standard stopcock  - nothing doing....wouldn't listen...oh and another thing - he had queried why the stopcock was attached to the pipes that were going up the building..."to the next flat - i wonder why....doesn't make sense"...."normally it is under the sink"...worst case scenario....shades of 9/11 - dazzlenation?....see previous notes upon 'all of that'....go figure.
