hmmm...it sounds like a 'water bomb'...something about the 'water', then?...water cannons and 'fireworks', perhaps...
or perhaps drugged water...are we back to what ling had been up to, here - on Anglian beachs?
oh and this bit, looks like WWII...perhaps WWI - in relation to when the cartoon had been made....1935:
