hmmm...and what else?...legally-speaking...when a landlord agrees to do something and promises to do so by letter, regarding their tenants/residents....however the landlord then fails to do it....resulting in yet another potential 'emergency' situation....involving vulnerable adults and children...now, what does that come under?

because that letter definitely comes under the term 'contract' unlike an email or a phonecall...doesn't it?
