if somebody has their belongings in a cage that no longer belongs to them because they have moved out and the new tenants are complaining...why not just move all of the old stuff out - pin a notice upon it...as is usually done to the flytipping in the cage room, anyway....and if nobody picks it up within a certain period of time...remove it....what is the big problem here?
