emu had decided to use the location below "because we'll remember" i.e. she had been thinking about that location upon the coast of france, in relation to drug-trafficking....see previous notes upon BBC weather maps etc etc....
additionally, she was to tell an aide that the drugs would be initially stored in the building across the river - see below:
