a reply from CHP today....I see...well I suppose that they don't want to be bothered with everybody else, in the area - regarding waste/recycling....that is the council's responsibility, isn't it?

what I don't get about 'all of this'...is that CHP notice which went up on belle court bins room entrance...telling 'the whole world' what the last combination code had been....so that everybody could use it...perhaps that notice had been a forgery? who knows...it looked real enough...it had the CHP logo on it etc etc....
